{"id":42801,"date":"2018-10-25T11:00:00","date_gmt":"2018-10-25T01:00:00","guid":{"rendered":"https:\/\/riskinfo.com.au\/news\/?p=42801"},"modified":"2025-09-02T11:33:55","modified_gmt":"2025-09-02T01:33:55","slug":"pjc-rejects-proposal-for-insurer-funded-rehabilitation","status":"publish","type":"post","link":"https:\/\/riskinfo.com.au\/news\/2018\/10\/25\/pjc-rejects-proposal-for-insurer-funded-rehabilitation\/","title":{"rendered":"PJC Rejects Proposal for Insurer Funded Rehabilitation"},"content":{"rendered":"<p>A proposal to allow life insurers to pay for treatments not covered by health insurance or Medicare has been rejected by a Parliamentary Joint Committee (PJC), which claimed it could create conflicts of interest and may disadvantage consumers.<!--more--><\/p>\n<figure id=\"attachment_34914\" aria-describedby=\"caption-attachment-34914\" style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"https:\/\/riskinfo.com.au\/news\/files\/2016\/10\/Sally-Loane.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-34914\" src=\"https:\/\/riskinfo.com.au\/news\/files\/2016\/10\/Sally-Loane.jpg\" alt=\"\" width=\"150\" height=\"180\" \/><\/a><figcaption id=\"caption-attachment-34914\" class=\"wp-caption-text\">FSC CEO, Sally Loane<\/figcaption><\/figure>\n<p>The report of the PJC on Corporations and Financial Services inquiry into life insurer involvement in worker rehabilitation, released on 24 October, also asserted the life insurance sector still had not fully addressed a range of major cultural issues raised in a previous PJC report (see:\u00a0<a href=\"https:\/\/riskinfo.com.au\/news\/2018\/03\/27\/pjc-report-recommends-compliance-audits-for-risk-advisers\/\" target=\"_blank\" rel=\"noopener\">PJC Recommends Compliance Audits For Risk Advisers<\/a>).<\/p>\n<p>The proposal, led by the FSC, maintained that allowing life insurers to fund rehabilitation treatments and services would benefit around 10,000 people each year and save the Federal Government more than $1 billion over 20 years (see: <a href=\"https:\/\/riskinfo.com.au\/news\/2018\/06\/06\/life-insurer-funded-treatments-would-benefit-thousands\/\" target=\"_blank\" rel=\"noopener\">Life Insurer Funded Treatments Would Benefit Thousands<\/a>).<\/p>\n<p>In its report, the PJC recommended the Government should not proceed with the FSC\u2019s proposal stating there were concerns \u201c\u2026on the appropriateness of allowing a single organisation to offer both continuous disability insurance and provide assistance for medical rehabilitation services\u201d.<\/p>\n<p>The PJC was also concerned that payments would be made at the discretion of the life insurers and the possible provision of payments would not be included in product disclosure statements nor insurance contracts. The report added the proposal \u201c\u2026 has no equity of access and no accountability\u201d, and questioned the absence of dispute resolution processes in regards to the proposal.<\/p>\n<h6>&#8220;&#8230;the FSC believes that the PJC has not given due consideration to early intervention on its own merit&#8221;<\/h6>\n<p>Commenting on the PJC\u2019s report, the FSC stated it was \u2018deeply disappointed\u2019 the proposal had been rejected given that APRA indicated it did not raise any prudential concerns and, if designed to remove unintended consequences, could improve the sustainability of the industry.<\/p>\n<p>The FSC added that the PJC \u201c\u2026has also acknowledged the sizable benefits of early intervention\u201d with its Chief Executive, <strong>Sally Loane<\/strong> claiming the PJC had focused on cultural issues within the life insurance industry rather than considering the current needs of consumers when deciding to reject the proposal.<\/p>\n<p>\u201cWe accept that there are a range of issues which the life insurance industry must address \u2013 and we are working to confront these problems \u2013 but the FSC believes that the PJC has not given due consideration to early intervention on its own merit,\u201d Loane said.<\/p>\n<p>\u201cThe industry is facing into community concerns, listening and acting on recommendations from the PJC\u2019s previous inquiry into the life insurance industry.
