{"id":46014,"date":"2019-08-19T15:00:13","date_gmt":"2019-08-19T05:00:13","guid":{"rendered":"https:\/\/riskinfo.com.au\/news\/?p=46014"},"modified":"2019-08-21T04:41:03","modified_gmt":"2019-08-20T18:41:03","slug":"timeline-revealed-for-banking-royal-commission-recommendations","status":"publish","type":"post","link":"https:\/\/riskinfo.com.au\/news\/2019\/08\/19\/timeline-revealed-for-banking-royal-commission-recommendations\/","title":{"rendered":"Timeline Revealed for Banking Royal Commission Recommendations"},"content":{"rendered":"<p>The Federal Government has released the <a href=\"https:\/\/www.treasury.gov.au\/sites\/default\/files\/2019-08\/399667_Implementation_Roadmap_final.pdf\" target=\"_blank\" rel=\"noopener\">implementation program<\/a> it has developed for the 76 recommendations stemming from the Banking Royal Commission.<\/p>\n<p><!--more--><\/p>\n<figure id=\"attachment_46021\" aria-describedby=\"caption-attachment-46021\" style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"https:\/\/riskinfo.com.au\/news\/files\/2019\/08\/josh-frydenberg.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-46021 size-full\" src=\"https:\/\/riskinfo.com.au\/news\/files\/2019\/08\/josh-frydenberg.jpg\" alt=\"\" width=\"150\" height=\"180\" \/><\/a><figcaption id=\"caption-attachment-46021\" class=\"wp-caption-text\">Treasurer the Hon Josh Frydenberg &#8230;the need for change is undeniable<\/figcaption><\/figure>\n<p>The implementation program is split into three main sections which require action variously from:<\/p>\n<ol>\n<li>The Federal Government (Appendix A)<\/li>\n<li>The Government regulators, APRA and ASIC (Appendix B)<\/li>\n<li>Industry associations and organisations (Appendix C)<\/li>\n<\/ol>\n<p>There has been little change to the Government&#8217;s intentions when it comes to a number of the Banking Royal Commission recommendations that impact financial advisers and advice businesses. Re-stated within the Government&#8217;s implementation roadmap, these critical recommendations include:<\/p>\n<p><strong>Recommendation 2.4<\/strong> (banning grandfathered investment and superannuation commissions)<\/p>\n<p>Legislation ending grandfathered commissions for financial advisers was introduced into Parliament on 1 August 2019 (see: <a href=\"https:\/\/riskinfo.com.au\/news\/2019\/07\/30\/government-confirms-grandfathering-ban-date\/\" target=\"_blank\" rel=\"noopener\">Government Confirms Grandfathering Ban Date<\/a>).<\/p>\n<p><strong>Recommendation 2.5<\/strong> (the future treatment of life risk commissions)<\/p>\n<p>Covered under Appendix B &#8211; for action by the regulators, the Government has reaffirmed that ASIC will include the factors identified by the Royal Commission in undertaking its post implementation review of the 2017 Life Insurance Framework reforms (see: <a href=\"https:\/\/riskinfo.com.au\/news\/2019\/02\/04\/royal-commission-casts-doubt-on-future-of-risk-commissions\/\" target=\"_blank\" rel=\"noopener\">Royal Commission Casts Doubt on Future of Risk Commissions<\/a>). ASIC\u2019s review is set to take place in 2021.<\/p>\n<p><strong>Recommendation 2.10<\/strong> (a new disciplinary system)<\/p>\n<p>Under an agenda of enhancing accountability, the Government has confirmed it will implement Banking Royal Commission recommendation 2.10, which calls for the establishment of a new disciplinary system for financial advisers.
