{"id":62356,"date":"2022-08-29T13:32:29","date_gmt":"2022-08-29T03:32:29","guid":{"rendered":"https:\/\/riskinfo.com.au\/news\/?p=62356"},"modified":"2022-08-30T22:50:36","modified_gmt":"2022-08-30T12:50:36","slug":"two-problems-the-exodus-of-advisers-and-recognising-advice-as-a-profession","status":"publish","type":"post","link":"https:\/\/riskinfo.com.au\/news\/2022\/08\/29\/two-problems-the-exodus-of-advisers-and-recognising-advice-as-a-profession\/","title":{"rendered":"Two Problems &#8211; Exodus of Advisers and Recognising Advice as a Profession"},"content":{"rendered":"<p>The Advisers Association says there are two problems currently facing the advice industry \u2013 the short-term exodus of advisers and recognising advice as a profession &#8211; and it&#8217;s asking which of these problems Treasury is attempting to resolve with its recent consultation paper on adviser education standards.<\/p>\n<p>TAA CEO, <strong>Neil Macdonald<\/strong> says if it is both problems \u201c\u2026what trade-offs are acceptable?\u201d<\/p>\n<p>The association points to Treasury&#8217;s release of its <em>Financial Adviser Education Standards Consultation Paper<\/em> and Macdonald says that for financial advising to be recognised as a profession, advisers must have &#8216;relevant&#8217; tertiary level qualifications.<\/p>\n<figure id=\"attachment_56975\" aria-describedby=\"caption-attachment-56975\" style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"https:\/\/riskinfo.com.au\/news\/files\/2021\/08\/Neil-Macdonald-e1627974184436.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-56975\" src=\"https:\/\/riskinfo.com.au\/news\/files\/2021\/08\/Neil-Macdonald-e1627974184436-250x300.jpg\" alt=\"\" width=\"150\" height=\"180\" srcset=\"https:\/\/riskinfo.com.au\/news\/files\/2021\/08\/Neil-Macdonald-e1627974184436-250x300.jpg 250w, https:\/\/riskinfo.com.au\/news\/files\/2021\/08\/Neil-Macdonald-e1627974184436.jpg 298w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a><figcaption id=\"caption-attachment-56975\" class=\"wp-caption-text\">Neil Macdonald.<\/figcaption><\/figure>\n<p>\u201cThe industry therefore needs to decide what qualifications are relevant, by when and for whom, as not one size fits all.\u201d<\/p>\n<p>He says that in order to address the more pressing problem and stem the current outflow of advisers from the industry, \u201c\u2026competent advisers with many years\u2019 experience must be allowed to stay in the industry for an extended period of time without being compelled to earn a degree. However, this will likely impede the recognition of financial planning as a profession.\u201d<\/p>\n<p>Macdonald adds that consumers face a massive advice gap with the industry losing hundreds of advisers at the same time as demand for their services is increasing.<\/p>\n<p>&#8220;Therefore, it\u2019s reasonable, and even necessary, to allow highly &#8216;experienced advisers with decades of experience&#8217; to remain in the industry for an extended period of time, and Treasury\u2019s recent consultation paper recognises that.\u201d<\/p>\n<p>However, TAA thinks this should be redefined as highly \u2018competent\u2019 advisers with decades of experience.<\/p>\n<p>\u201cWe also think there should be other caveats, as outlined in our submission to Treasury\u2019s <em>Quality of Advice Review<\/em> in January this year.\u201d<\/p>\n<p>In its submission TAA said the extension should only apply to highly competent advisers with:<\/p>\n<ul>\n<li>15 years\u2019 experience as of 31 December 2021. (TAA says the consultation paper suggests advisers to have 10 years of full-time equivalent experience in the 15 years between 1 January 2004 and 1 January 2019 in Australia, which may or may not be consecutive)<\/li>\n<li>Require a competency assessment of those advisers at AQF7 level, or above<\/li>\n<li>Have a sunset clause for those advisers to either have the relevant qualifications by 30 June 2030 or 2035, or exit the profession<\/li>\n<\/ul>\n<blockquote><p>&#8230;it needs to be recognised that a lot of advisers &#8220;&#8230;just got on with it&#8221;<\/p><\/blockquote>\n<p>Macdonald says that it needs to be recognised that a lot of advisers &#8220;&#8230;just got on with it.&#8221;<\/p>\n<p>\u201cThey undertook the study required, often at great personal and professional expense.
